Hey guys can anyone tell me does the controller need to be turned on when charging or off? Or it doesn’t matter?

Do you get 4 solid green lights when it is fully charged when turned on?

Yes. And you can see the current charge level while charging if it’s powered on.

Quickest charge of course is while OFF ...

I charge the RC-battery and the RC turned always off. If the status LED has solid green then i disconnect it from the charger.
