No. However you do have the option to set an altitude limit up to 500m.

No ... it's up to you as the pilot to take care of that.
Your Phantom has no idea where it is relative to ground level or sea level.
It only knows how high above or below home it is.
A preset limit wouldn't be able to deal with hilly country where you could fly up a hill and be 200 metres above home but still below 90 metres above ground level.
