What needs to be translated? Don't launch from inside the park. Launch from outside the park and then flights over are not regulated by them.....

The municipality can control launch from indicated locations; however, they do not control the airspace, this is the jurisdiction of the FAA and unless 'restricted' from flight by the FAA, you are within your lawful rights to launch from outside these areas and overfly (while recognizing other private property and obeying all FAA regulations & guidance).
