If you're in auto on camera settings isn't the ISO auto?

I believe there is auto ISO or lock ISO when in auto camera modes. Next to the ISO is a small circle which you press and it goes blue it is locked. When it's not blue it's AUTO ISO.

Just touch the AUTO icon next to ISO as shown in post #3 to toggle auto ISO on/off

My understanding is that it is the opposite - when the blue is filled the Auto ISO mode is locked, otherwise it is manual ISO.

In the picture you can see when the circle is blue the slider is greyed out. When not blue the slider can be moved.

So does it not follow then that when the slider is greyed out, Auto ISO takes over? That is, you cannot set or change it manually. What am I missing?
