More like an AMA advertisement than anything else. They see a whole new market opening up and they want them as paying members.

Looks like they want to weasel in on the lawmakers and see if they can help create a mandate getting an AMA membership as a rule of the new regulations that will be coming ? Or as close to that as possible.
 
This AMA is much like another AMA I'm a member of, the American Motorcycle Association.

They both recognize that certain practitioners of their respective activities think they should be able to do anything they want, anywhere they want without regard for others, and they understand that such will inevitably lead to some gross transgressions which will undoubtedly result in regulating legislation. Both have been and are strong proponents of establishing and promoting common sense guidelines in the hope that such will preclude legislation.

I don't necessarily agree with every position of both of these organizations but I'd much rather have guidelines developed by or with an organization made up of folks who participate in the activity than laws from legislators who are clueless.
