Anyone know if there is a way to get an area designated for u-as use

There are some designated areas near me for flight training of aircraft pilots, is there a way to get the same type of thing designated for uas flight training.The area is now showing a uas operating area and if you look at the area you'll see the keystone shaped flight training area A-291

I'm guessing some 107 pilot requested this authorization in the area ?

You are merely looking at NOTAMS. Anyone can issue a NOTAM but it's just a notification and has zero authority.

I know some AMA clubs have succeeded in getting areas cleared for UAS operation. But again this is really not formal designation, just more or less acknowledgement of the activity.

That's true. They do this via getting a Letter of Agreement from the controlling body. Not hard to do but you'll need to get some legal help to save you time and lessen the potential for a denial.
