That's not a news article - it's a blatant commercial for services, masquerading (very poorly) as news based on an entirely unsupported assertion and getting many of its incidental facts wrong as well.
This is an ambulance chaser add. Are you on disability? Have you ever seen a drone flying around? Come hire us to sue them for invading your privacy and trying to take your money.

Regardless of the efficacy, it is possible to observe a person engaged in activities with a UAS.
Some may be seen doing things beyond their stated capabilities.
This is just Capitalism testing a market. Similar to the drone registration ‘services’.
This could be problematic for the operators due to 107 restrictions and local surveillance/privacy laws curtailing many activities so it’s not likely to be common.
Folks will try many creative ways to use drones to make a buck.
