Blocking 3rd party cookies in Safari on an iPad keeps it from popping up for me, and limits it to a small unobtrusive notification on the very bottom of screen about blocking 3rd party cookies preventing you from seeing relevant ads from AppNexus. That can be then closed by clicking on the x on the right.

I am still seeing the closable gray banner message (see image in my post above) across the very bottom of the screen.

It's not a problem for me, if that minor banner helps support the site, even if unrelated.
