I have the exact same problem. Very noticeably slower and no reason for it.
I turned of obstacle avoidance and it returned to a decent speed although obviously couldn't see obstacles. Its strangely only been since the RC and firmware update for the Phantom. Maybe DJI want us to buy a P4 Pro and crippled out P4's LOL

It makes no sense. Once I reset my P4 back to the factory settings it returned back to normal speed for a couple flights. Now it averages anywhere from 17 to 19 mph and every once in a while 22 for a short period of time. However, whenever RTH is initiated, it routinely flies 22-23mph. Maybe I'll get off my lazy butt and give DJI a call to see if they can help.
