Need new camera. DJI Osmo Sale?

Need major upgrade from (cheap) cellphone camera. My digital cameras are old and outdated too. Saw the DJI sale today and would like opinions.
Action or Pocket? Will be used near water (boat and beach) for drone videos and home movies. Pros and cons? Not familiar with either except what's online. Thanks

I use my MavicMini for action videos in meantime. Works but clumsy as a handheld.
