I sometimes wonder about that myself.
However, the story given to me by a ranger at Grand Canyon is this. Many people come to the park (or parks) to enjoy the solitude, grandeur, silence, and the whole wilderness experience. Our beloved quads are admittedly noisy, and disturb the solitude and enjoyment of others, if only for 15-20 minutes. Ok, ok, I get it. So I keep most of my flying to State Parks (here in Nevada) and out in the middle-of-nowhere, which there is LOTS of in this state . . .
Even when I fly at any of our state parks here, I always gather a crowd who think the Phantom 2 Vision (my current quad) is just cooler than cool. They want one!
So, as usual, it depends on where you're flying and who's watching.

This seems like a First Amendment issue to me. If flying for fun to take photos (i.e. express yourself), one could conceivably argue that First Amendment freedoms are being curtailed for no sound reason whatsoever.
I really hope someone comes along with the resources to smack down government agencies who force-feed killjoy policies to the public.
