Right now, there are very few regulations or laws on the books about operating a UAV, so therefore someone's interpretation of flying in a "safe manner" is very subjective. Is flying over 50 people at 20' AGL considered safe? Depends on who you ask. What about flying over 5 people at 200' AGL? Depends who you ask.

Laws are designed to be unambiguous. Within 10-15 years, there will be lots of state laws saying you can fly a drone under precise parameters and there will be very little ambiguity. These laws will implicitly define what "safe manner" is for flying. A law might state you can't fly a drone beyond 2,000 ft. of the operator. It wont really matter if someone thinks he can still fly safely beyond 2,000 ft. because it will be illegal regardless.
