Be safe and don't do anything stupid, but know your rights. A public sidewalk is just that: public. You can stand there and film all you want. Also, there is nothing illegal about flying your Phantom over their property. I'm not saying you should do it, and it may be stupid to fly over people, I'm just telling you it is not illegal.

However, if authorities believe you are putting the general public at risk, they may have grounds to stop you.
