Fly drone in Switzerland and France

Will go for a trip next week to Switzerland and France, I tried google but found little complete piece of the information on the rules & regulations on flying drones in switzerland and france. One thing seems clear is that flying drone in Paris is banned, and outside seems OK in day time with approval or license?

Does anyone has similar experience and knows anything on the rules ?

another question though, say if I fly in the city...cannes, and only into the sea and take photos of the city and seashores, does this against the law? am i am not flying over the populated area or street, nor buildings....

as long as you are following the rules, you don't need a ULM license from DGAC !
i am almost about to sign up for the test!
