Unlikely. I imagine the CAA will jump on it at their earliest convenience and push forward a lot of regulations. You've got to remember that the EU have prevented a lot of annoying UK laws (such as the snoopers charter) going through. They're not always the bad guys ;-) Happy voting today btw!
 
This will have nothing to do with the EU!
EIRP of 100mW/20dbw is set by OFCOM and must meet Short Range Devices criteria to be able to utilise the device in the particular spectrum.
The CAA have absolutely no say in this legislation - it is not even in their remit which is purely air safety and nothing else.
