Controller Battery Lights Never Turn Off After Charging

My controller lights never turn off (while it's connected to the charger), even after charging it for several hours.
When I remove the charger the lights do turn off & when I test the batteries, all four lights show that the battery is charged.

1) Is this a defect?
2) If not how do know when to stop charging?
3) I want to thank ALL of you for helping us newbies!!!!

Are you talking about the controller batteries or the flight batteries? or both

It takes a LONG time. Depends on how low they are of course but a lot longer than the ones in the bird. They should eventually charge and the lights will go out.
