Battery issue

When I charge my battery, the highest percentage it will go to is 98%. It's a new battery and has 100% battery life. I've checked the charge before and it was at 98% so I let it charge for 30 more minutes and it was still at 98%. I know 2 percent isn't a huge deal but it's brand new and that's how it should act. Any ideas? Thanks

Manual says if the battery is above 95% to turn on the battery before charging otherwise it will not fully charge.
