To get the battery out of hibernation mode, turn the pack on, leave it connected to the charger, and after a couple hours (or even more) it will spring back to life.
As far as I know, salts don't evaporate with water...confused on what this "salt air" people are saying that might adversely affect the electronics.
edit: or do you mean like the mist that happens at some distance above the water?
You say it has been 4 weeks. Do you know of any radio towers or connection towers being installed within that four week time frame? I find that even electrical lines can cause a fairly significant problem to the connection on the Phantom 3S.
Yikes! I try not to be the spreader of bad news. If I recall correctly I think it was on a website that gave a scenario in case the drone crashed or fell into water and removing the battery was not "an option" --> not easily legible or accessed.
Rare enough that I don't know what a solar storm scientifically means :P DJI drones are like the Apples of Drones; probably the best looking IMO, but expensive, but high quality, but some limited features (miniscule)?
