It concerns areas which will become restricted to drones. Of note is one stating that drones will no longer be allowed to fly over fenced areas or areas enclosed for the purposes of keeping people out.

Only applies to critical infrastructure. So, shouldn't be an issue for normal drone use. It also provides an exclusion for any commercial operator in compliance with all FAA rules/regulations. So, sounds as if this will only hit hobbyists, which they shouldn't be flying over critical infrastructure to begin with. Section "B" that has the statement about the fence has a "complete the sentence" form with six explicit places. This isn't a "catch all" for ALL locations that have any type of fence at any location at any time.

Yea, I don't see this as a big deal. Critical Infrastructure has been a thing since 9/11. Even though the airspace above 95% of them is unrestricted, if ATC sees an aircraft loitering around one of these places, they tend to track and ask questions about it when you land. To add sUAVs to the mix isn't surprising.
