does this latter point create a no-fly zone...?

there's plenty other public beach but I'd like to know;
my flying is strictly over near-empty beach or near-empty water
never over groups of people or over non-public property...

No TFR over that area. They are once again just regular citizens like you and myself. If you have been able to fly there in the past without a problem, you should be able to now.

Check at www.tfr.faa.gov. That's where you'll find official TFRs.

And don't just "just fly", that is horrible advice and can get you in big trouble with the Secret Service if there is a TFR.

AirMap, Kittyhawk, Skyward, and others show active TFR’s. As long as you follow FAA rules there will be no issues. They do not rate a TFR and quite honestly never did. Only POTUS, not The First Lady or children. Secret Service - yes, TFR’s - no.

You can get accurate information from either of the links provided below:
FAA TFRs
FAA UAS Data

A "No-Fly" zone would make both lists. The TFR link will list them a few days before they go into effect usually. Hope this helps.
