Choppy videos!!! Help needed.

I am new here and the only thing I want to achieve is to be able to put my videos after editing on a DVD in order to play it back with High Definition quality.
In order to achieve this goal what should I have and do
for a pc and for a mac as far as Editing software and burning software and hardware?
What format should I film? 720p,4k ???

Depends what type of display you have and what you're recording... if you can't display 4k, the only benefit is room to play around in post which for most is enough in itself.

I've even used 1080p to get the 60fps on occasion. Mostly 4k@24 is good for me although I hear some others enjoy filming in fake 4k@30

I had to get a new computer. My old one was not fast enough to view the videos with.
