Does anyone know if we can fly at penn's landing in the Philadelphia area?

Does anyone know if we can fly at penn's landing in the Philadelphia area?

I tried flying my Spark at Race St Pier. It's NFZ, it still able to take off. But gesture mode feature was turned off. I guess Penn Landing will be the same. I also tried flying my Spark @ Franklin Square it's NFZ too. The Map is misleading. And always fly with cautious. It's Class B restrictions too.
