They've most likely been discharged too deeply to be usable. While some people claim they can (sometimes) be revived, doing so requires disassembling the batteries. That essentially destroys the battery case.

You'll need a USB-C to USB cable that supports data transfer (like this cable). Also, make sure you're only trying to use DJI GO 4. DJI Fly is not compatible with the Phantom 4.
