I tried but police dept A said to call Police Dept B who in turn sent me too.. well you get the picture. Because the person him etc are in different states it makes it very difficult. I even called the attorney general office in KY. Without a police report they can't start. But no police dept...

I know Lanier has a dam, but thats a big lake. Can't you fly far from the dam?
Or are those lakes "tagged" as corp of engineer parks and thus not allowed period?
They aren't state parks, so I assumed they would be good

Close by, OK to fly in (no restrictions or nearby airports), good scenery.

No restrictions that I can see.
I checked the pilot sectional maps (skyvector.com) and don't appear to see any restrictions.
So I would say you are a Go...
Good idea but !!! Won't work if your tablet doesn't have GPS (i.e. wifi only). I use an iPad with Wifi only so that feature doesn't work.
One option would be to set RTH to hover vs return to home. Simply take control and bring it back.
