Isn't this class c airspace? And I'm fairly certain it's under or near one of the approachs for CRW which is literally right behind the capital.

It sure is. I made a call to the tower and got approval. They wanted to know where, when and call them back when we were finished. Which was just less than an hour.
Although the airport sets nearly 300 feet above my take off point I still fly with a spotter and I'm actually more concerned with the helipads that are around the city at the 3 hospitals. I stay very low, figure out my angle, adjust shutter speed and then I ascend up to the height I want to take the picture which is usually 250 or less. The picture that I took low to the river was -18 feet. You could see the wind from the props making a small wake lol
