Working out NDs advise please.

Just received my NDs and have been playing with them trying to balance settings for video.
Here it is a cloudy, 'brightish' day, frame rate set to 25fps, ISO 100 and shutter speed 50 to balance the frame rate. In order to get a near correct exposure I need to use an ND8!
What on earth willI I do on a bright sunny day to keep theses balanced settings? The P3S has limited settings and as far I can see. I know I can go to a max of 50 fps in a different video size but that is less than desirable for quality.
Video size is 1920x1080.

My last ND filter used was the ND-64. But I live in the desert and the sun and dirt get bright. Probably same for snow shooting too.

I have looked for NDs of 16 and greater for 37mm thread, can't seem to find any
