Why Does Litchi Have Preview Settings While DJI GO does not?

I'm seeing preview quality setting options of 4Mbps, 6Mbps, 8Mbps and 12 Mbps in Litchi but don't see this option in DJI GO. Am I missing it somewhere in GO?
Do these settings affect latency?

Its in Image Transmission settings in DJI Go Click the RC Icon just above just right of center at the top and click the HD button.

I see that your screen shot is showing 4Mbps with the pointer clear to the right. Is that determined by the mobile device's processor speed?

no, it is the quality of what the video feed that will be on your screen
not the final video or picture, but the video feed
if it is lower, it will look worse but give you better range and vice versa
