Video Caption Setting?

What exactly does the video caption setting do? When toggled "on" does it allow you to add captions post edit or does it set preset caption information on your video like location, time & date?

It records a subtitle file together with your video that includes the data you mentioned. I always keep this enabled because I can delete the file anyway if I don't need it.
