It wasn't a Phantom or even another multicopter.

It was an RC plane up at 2300 ft.

You are correct. Incident was at 2,300 feet. Note that the article ridiculously uses an image of a DJI Phantom.

NBC reported it was a military drone

Even better. It's like a media version of the telephone game. Not a military drone according to the pilot.
