Turning off vps?

I have tried turning VPS off with the GO app. But it apparently does not power down. I determined this by listening to the VPS fan - it continues to run as long as the bird is powered on. This was on a P3A.

The tiny-tiny fan will remain on. Its part of the Lightbridge system.
To see if the VPS is off, take your mobile phone and start recording video. Place it near the VPS and you will hear distinctive regular pulsation noises.

I have played with it on and off. I believe it is more stable close to the ground. I kept it off for a while. Now I keep it on. I doubt it makes a huge difference either way.
