The U.S. is going to need something like this before long. For every sUAS pilot endeavoring to fly safely and within the bounds of the law there will, before long, be 5 (10?) who operate without giving a second thought to what the laws and regs require.
I'm reminded of something I heard years ago regarding a big issue in the U.S. right now. Without mentioning the specific political issue, it goes something like this: Letting people ignore the law and do what they want also sends a message to those who have made sacrifices to do things the right way (i.e. legally). That message is, "You are suckers."
