I am using "royalty-free" in the sense that the one-time payment is subscribing to the YouTube Channel.

If the footage belongs to YouTube fine. I sell royalty free video stock footage through an agency and yes it is a one time fee that I receive. After reading YouTubes agreement I would never upload anything to them of importance or of monetary value without a copyright watermark embedded in the video.

Thanks for the information. The purpose of the site is not to make money. It is a resource for students and or small businesses trying to make it in the industry.

Still new and in its infancy, but eventually it will be a large library of free "royalty-free" stock footage, all for the low, low price of a YouTube subscription.
