Return to home on P4

I have never been able to set return to home at the controller location with my P4 The controller always says poor connection even when adjacent to the Bird. This does not appear consistent with the strong connection indication on the controller and the fact I have never lost connection.
I would appreciate any clues or ideas.

Does the error message say poor connection ... or poor GPS signal?

Failure to reset the home point to the current location of the controller could be due to:
No GPS receiver in your phone/tablet or the GPS unit is turned off
The phone/tablet is u8nder a roof etc that blocks its GPS reception ... or
A common mystery problem often seen in Apple users where despite all the above being OK, it just doesn't work.

Thanks for the input Starz.
iPad mini4 with cellular and turned on. I assumed the controller would use the iPad gps.
