Those are very much targeted at federal government use of drones, not private ones.

As for a flying cameras, for years anyone could readily book a flight on a small plane and shoot the same pictures, the small flying remote controlled cameras don't really change anything, indeed for the cost of a P2V you can get a couple hours of aerial photo time in a regular aircraft.

It's a lot like smart cards, somehow people in the US fear smartcards allow their purchases to be tracked - completely ignoring the fact that all credit card purchases are tracked smart card or not, since they have to be tracked to be billed.
