Question on Home Lock in NAZA Mode

Are there some occasions when Home Lock does not function as expected? I was flying in GPS mode - flipped S2 IOC to home lock and the bird still behaved a if no IOC was in effect - I was about 50' up and about 50' out. I went to 100' up and out and tried again and it seemed to take a while for the bird to go into IOC Home Lock mode - are there some occasions/conditions that prevent IOC Home lock mode? Just seems real finicky initiating IOC Home Lock mode. Distance, etc?
