PROBLEM WITH ARMING THE MOTORS

I bought a new Phantom 4 from Droneworld in South Africa. I cant arm my motors on my remote. Tried pulling and keeping both controls to bottom centre and outside. Takes off on auto take off on app but cant do this manually with the remote. Firmware is up to date on drone and remote.

Any ideas as to what the problem could be?
 
Are you using those rubber band devices around the sticks to stiffen the stick feel? I've seen those cause what you describe because the rubber bands don't let the stick fully reach the inside lower corners of the controller. It's odd, but I've had it happen. So I took off the accessory.
