Can you power down the battery while it is still inserted in the copter. I can't seem to make that happen. Even if I pull the battery and press the circular button once then do it again for 2 seconds, it doesn't for some reason immediately power down.

That's how you are meant to do it. Press once and then again until the leds go out, then remove.

It's exactly the same procedure as turning on, but agree it can be tricky and often needs a couple of attempts.
I find powering down you have to hold the second press until all the lights have gone out. If I release the button before then it does not shut down.
I had trouble with this initially too. I learned that the best way to affect the second press and power-off is to watch the lights count down as you are holding the button on the second press. It's not quite as sure as the turn on since it doesn't make a cute little noise, but the lights will go off and stay off if you have been successful.
