Pigeons Under the Solar Panels

It's kind of a big deal out here in the Mojave Desert to have solar panels. But some of the companies don't put anything around them to keep the birds from nesting underneath. A co-worker asked me to come by his house and take some video/photos of the birds so he could send it to the solar company. They won't install a barrier unless he can provide evidence that they're taken up residence. As soon as I took off I caught a pigeon climbing out from underneath a panel and flying off with his buddy...

 
Can't the guy just stuff some foam under there?

I don't know. I'm not the homeowner nor am I the pigeon-stopper-guy. I just thought it was comical that as soon as I took off and pointed the camera at the solar panels the pigeons climbed out and flew away. If it were up to me I'd just shoot them with an air rifle (.22's are a little too loud for a Southern California neighborhood ;-)
