I have a phantom three 4K just replaced camera the camera will not move up or down it moves down sometimes but get stuck in the up position help

Was the ribbon cable on the camera/gimbal replaced? I've seen it before; if the ribbon cable isn't stuck on correctly, the camera will hit it and get stuck just as you've described. With everything turned off, "carefully" move the camera around in all directions and see if it is making contact with the ribbon at some point. The camera motors aren't that strong so it doesn't take much contact to stop the camera from moving.
