Is it safe to use the hotspot on my phone to my Apple to use the follow me?

I take it that your apple does not have a GPS? The way I understand it, it's not weather you have data, it's if you have a GPS on the control unit.There are options that I have read that people buy an aftermarket GPS bluetooth unit, but they are pricey. I'm thinking it may be best to use just your phone as a controller for those follow me moments
