No fly zones in Cleveland. Need help

So I know I can not fly over progressive field or browns stadium and to stay away from the lake sure airport, but what is the big blue circle and how does it effect me. I just want to do some flights up the river to capture some of the new restaurants. Any one know.
 
TFR is a temporary flight restriction. Usually set up around theme parks or presidential visits, air shows, ect. NOTAM is notice to all airman issued that means pretty much what it says.

To me that looks like they are warning you about new wind turbines that aren't listened on the sectional for Cleveland. Forgive me if I'm wrong it's been a while since I've tried to read these.
 
I wonder if it has to do with the republican national convention in July. Seems awfully early to put it up.
 
The blue circle is a TFR around Progressive Field.

I get the blue circle crap in downtown Pitt but my P4 launches with no problem. Now when I get close to steelers stadium geofencing kicks in and won't let me go any closer.
