I just signed up for this and at the price they're offering the "Locca mini" device (weighs only 40 grams), it beats the Garmin device and anything else I've seen. Presuming the project "gets off the ground" so to speak. They're asking $109 for it which includes six months of service. Good in the US and internationally.
