Need camera settings for specific photo

Hello all. I'm new to photography first off. I seen a shot on here and for the life of me can't find it to ask the photographer what their settings were. I'm wanting to shoot a night photo where the taillights on moving vehicles look blurred but all still lights on buildings and such are normal looking. Forgive me for not knowing the name of such shot if there is one. But anyone who can send me the settings for such shot, it would be highly appreciated. Flying a P3A
 
Use a slow shutter speed and experiment with different settings to see what gives you the best result
 
As said above, expose for the still elements in the scene, the headlights may burn out but so what, they will still look white- tail lights are likely a lot lower in brightness than other elements of the scene that you will want exposed correctly for it to look good.
