ND Filters ND8/CP Vs. ND16/CP

I cannot decide what to buy i can only purchase one and I'm going on a trip to Switzerland for winter so i want a polarizer built in (for snow). I'm curious if the 16 will be too dark to brighten up in post on say a mildly cloudy day?
Or would an 8 still be too dark anyways? Thanks

Personally, I'd go with the 4-stop ND16.
 
I have been using the Snake River Prototyping graduated ND 8-16 filter on my hex and have flown on a cloudy day and a sunny day and the results have been excellent on both days.Not too dark for the cloudy day and great on the bright day,no blowouts just clear blue sky.

A couple of examples.I made screen shots from as close to the same angle as I could,from two different days,cloudy and sunny,strait from camera,no enhancements besides
de-fisheye.
