Have you been able to turn it on before?
The technique is similar to turning on the phantom battery - quick press then second press held longer.
It is not easy at first.

Make sure you push the charging plug right the way in. When charging the r/c the green lights should. flash. on my r/c the plug is tight. Does your charger charge your batterys okey ?. does your charger get warm ?.

Is it possible that the outlet you are using to charge has no power? Have you tried plugging something else into the same outlet to make sure there is power to the outlet?
My point exactly.. Need to know if the charger is working as it should. Even with a dud battery you should still see the lights flashing.

Just FYI there is no where on eBay to buy a spare remote battery, are these easy to get?
