Not so sure of that.

The states are able to pass laws much faster and there are already many states with similar restrictions.
As long as they don't conflict or in some way circumvent their (FAA) regulations I don't see why they would have a problem.

Besides what's wrong with forbidding 'drones' from flying over Nukes, power plants, and other infrastructure the public has no land-based right to trespass upon?
