how to see the altitude of a picture in its file

I want to know exactly at what altitude a picture was taken. I get this in photoshop when I open the file info of the subject picture:

Is the height 25.98 meters ( or 80 feet) , why is it negative? I live in Fl close to sea level.
This is the picture..it makes sense to be 80 feet.

I see the same thing in pictures from my P3 4K with the latest firmware (data from ExifTool):

GPS Altitude : 36.5 m Below Sea Level
GPS Latitude Ref : North
GPS Longitude Ref : West
GPS Altitude Ref : Below Sea Level


If you look at these EXIF values, it makes more sense; I was at about 40 feet when I shot the picture, so the relative altitude figure seems to make sense:

Absolute Altitude : -36.58
Relative Altitude : +13.10
