The angle of hover is dictated by the wind that the quad is fighting and the direction you are flying in. It will always angle into wind, as directional control is by altering the pitch of the quad by differential motor speeds.

What I am saying is that without a gimbal, you cannot adjust the angle of the camera, as if the quad flew flat, it could only go up and down!

If you flit into ATTI mode, the quad will drift with the wind and not lean so much when hovering. In GPS mode, it is fighting to stay in place.
