My understanding is that if I have a GPS equipped tablet (iPad with LTE, or any Android) I will be able to access maps anywhere regardless of whether I have a wireless signal or not. I will never have to worry about caching maps if I have a GPS equipped tablet.
Is my thinking correct?

No ... GPS does not provide maps.
You get maps (which aren't necessary for flight) either through cell phone data on a cellular enabled tablet or wifi.
You can cache maps at home over wifi if you think you need them but they are 100% unrelated to GPS.
