I've seen some of these prior, but the radius used to be greater at the higher flight levels than at ground level.

This one is wider at the surface like the cone is inverted. Maybe this is satellite based verses some ground base scrambling prior as when they were doing it from China Lake Naval Weapons Station or Edwards AFB? This one is out in no-where land NE of Baker.
 
Given the current geopolitical situation, if a tussle breaks out somewhere (insert your many guesses here...), we are all going to be flying in ATTI mode. Remember back in the 90's when Bill at the White House turned off most of the GPS resolution restrictions for civilian use. They could turn em' back on with a few keystrokes. Maybe our birds would try to return to their Chinese Nest, who knows;)
